Fix stuck Silverlight update kb951213 in Vista

Problem:

I got Vista Business 32-bit and Silverlight installed. The Windows Update tray icon (the yellow shield one) says it needs to update Silverlight with update kb951213. I click it, goes through the motions, says it’s installed, then about 1 minute later it’s back with the same update.
